Proctorsville Green Housing Project

The Rockingham Area Community Land Trust, in collaboration with the Town of Cavendish, commissioned Northern Architects to study the feasibility of redeveloping two sites in the center of Proctorsville adjacent to the Village Green. One site was the historic Pollard Block, a mixed-use building including apartments, a U.S. Post Office and a vacant commercial space. The second site was vacant land owned by the Town of Cavendish and within the flood plain of the Black River. The study concluded that the Pollard Block could be renovated to provide eight one- and two-bedroom (LMI) apartments, a 1,675 SF store, and continue to provide a home for the Post Office. The study also showed that the vacant land on the other side of the Village Green could support six to eight units of single-family, affordable housing.

Northern Architects prepared the design work, coordinated the necessary permits and approvals, and within one year, construction began on the $3.5 million project. The Pollard Block received major renovations to the apartments, including insulation, door and window improvements, new interior finishes and kitchens, a new heating system and a fire protection sprinkler system. New construction on the vacant land includes four townhouses and two two-bedroom apartments in a separate building, all raised out of the flood plain on a landscaped site. Bids for the construction work came in under budget and the work was completed on schedule.
